Ubisoft has always released the pre-order content as a standalone DLC (which is covered by the Season Pass) a couple of months after release - so assuming they continue this routine (and there's no reason why they wouldn't), then yes, the Season Pass would include all pre-order DLC, but you wouldn't get it until it was released separately.
